I am a bit confused by your post. The Cup *is* different than CL or League BECAUSE it is drawn by Quality.
I too suffer the fate of always higher Level Teams in Cup, so have no idea what it would be like to face same Level Teams in it.

all these teams same level as me apart from two
Consider yourself lucky, would be my thought.. really I do a happy dance when I see a Team my Level in Cup.
Here's my teams history so you can see what I mean:
It could just be that there really is many Teams your Quality so you face them (best 13 players is the criteria I am pretty sure)
