If high Q player has contract near end (in relegated club), then he shouldn't want to extend his contract with unsuccesful club so he should become FA.
Relegation (and everything that goes with it) should prevent tanking and should punish incompetent managers.
There shouldn't be changes for Bot teams because that teams are weak (average 2-3*).
If some players were forced to sold after a team relegated, it is fair these are all above 5 star players. The simple implementation is automatically list them on day 1. For more complicated implementation, these players may be suspended until the team promoted.

I suggest player wages will be increased yearly in new contract. This can annually increase the financial burden of teams and motivate them to promote higher league level to earn higher price money.

Teams not promoted or relegated may need to replace some high wage players with new ones to ensure financial breakeven. This gives some difficulties for the teams simply trying to tank to gain time to train their players.
