Training and medical facilities upgrades should not be restricted to the level that of facilities like stadium size, parking, utilities (toilets, restaurant and so on) and scoreboard. A team can have high quality medical and training facilities, but that does not mean it should have a 200000 capacity stadium, a restaurant and so on.
