I don't think it's out of balance, comparing u21 players with scout list, they are an ok deal just more gamble on skills.
Upgrading tooth camp is same number of days as upgrading grass or scoreboard, so I don't think it's a big investment.
Mostly I just think of Messi - Argentine youth moves to Barça because they can afford medical treatment he needed. Youth aren't obliged to play in home league. Bale could play in the great Welsh league, but then he would never top the pay charts.
