Then this begs the question: Why bother having this SA if it doesnt produce tangible results? I have seen countless posts on people who have this same complaint, and I, myself, have had my GK stop penalties and he is 1v1 SA.
When will Nordeus start to put more info about the SAs on the website? They have so much to answer for that can easily be explained if they actually gave a ****.
Penalties are all random at the end of the day.

Amigo, I have to disagree with you on that one. You can use the word random, but that implies that you cannot predict it, but you have to factor in "the odds".
You have penalty specialists in RL, Reina is touted as one and there are others of course, but it is because they make more saves than the average GK. Just say that a normal GK makes 1 out of 10 penalty saves - it may be higher or lower as this is just an example. Reina would make 2 of 10. It is not much but better than the average.
I think the problem is that many people think that a GK with Penalty Stopper should stop 9 of 10 or ALL penalties. This is, of course, unrealistic (It seems that there are many unrealistic expectations in this game based on all the rant threads!).
Regarding the OP, allowing all penalties with a GK with PS, and then missing all penalties with penalty specialists is like winning the anti-lottery. I would like to say that the odds are astronomical of this happening, but this is Nordeus. ****ty programmers aside, the problem lies with management for not addressing these small issues that would improve gameplay.

But seriously, having the penalty stopper SA should be freaking obvious that it should do its job or its just a way for Nordeus to have you waste your tokens. I dont believe Nordeus would go THAT far to have people waste tokens, but it is not outside the realm of possibilities.
You said: "It's up to the managers to work out which SA's are worthwhile". Wrong and Correct. It is clearly the responsibility of Nor-de-ass to state if an SA is not working. It is clearly the responsibility of Nor-de-ass to state how their game works in its entirety! But yes, managers do have to say that the SA is useless and choose something else, because the SA is just not working.
This is like buying a new car with all the bells and whistles and you dont get an owner's manual to tell you what all the buttons and dials are for and HOW TO USE THEM! It seems like you have to threaten legal action to get Nor-de-ass to do anything regarding giving instructions or details on T11.
The people in the threads have determined as much as they can, what the SA's are and what they should do (I do not have a link to any FAQ or devs QnA that supply any SA info), so I can only assume that we have determined most or all of this info from logical thinking.

Much like how Lionel Messi’s dribbling or Cristiano Ronaldo’s penalty kicks are the stuff of legend, Top Eleven lets you achieve this kind of specialization with its Special Abilities system. By teaching your players a Special Ability, they become more effective when they are able to use it.
How this works is quite simple: when you enter the Squad menu in the game, click on a player without a Special Ability and click the blue “+” icon where it says “No Special Ability”. You will be given a choice of various specializations, which depend on your player’s role. After you have selected one, the player will start “learning” the ability. To master an ability and be able to use it, you’ll need to invest 50 or 40 skill points in the Special Ability alone.
However, you don’t need to spend all points at once, nor do you need to spend all your skill points exclusively on learning a Special Ability when a player begins his special training. You can decide to spend points on any other aspect in the meantime. This might be a good decision if you’d like to teach your player a Special Ability, but also want to increase their other stats, so you can manage skill point allocation without neglecting any aspect of your player’s training.
There are eleven Special Abilities total, ranging from dribbling to free kicks and even “penalty kick stopper” for goalkeepers. Whenever a specialized player has the opportunity to use his ability, he’ll perform exceedingly well thanks to his focused training.

So as you can see, they sell you the bells and whistles, but fail to give you the owner's manual.

P.S. I just noticed that it said that Ronaldo's PENALTY KICKS are the stuff of legend! Who the hell writes this $hit!?!?! His FREE KICKS are stuff of legend, as are Messi's and several others. BUT PENALTY KICKS????? Seriously, Nor-de-ass needs new management. They are dropping the ball, pun intended, on pretty-well much everything these days.
