If you buy players at 29 quality, then they will be scout at 30 quality. But this depends on your level.

You can get about 3-6 tokens a day, maybe more. If you watch every day, you get quite a lot in a season

i'm level 2... level 3 next season ;-)

and a player who become scout, what's doing ?? what happens ? what's better ?

every season players lost 1 star ?? i can be scout one season and not the other so.
