I'm literally at last game of the season and I have scouts that are 7 stars with like 47 or more quality and I'm currently level 5 should I buy one now or wait?

if you wait till the new season...you get scouts on a higher level from the previous season.
If your current scout level starts at 55 then you get scouts from 55 to 59. In they new season this goes from 60 to 64.
so rather than buy a 59 today, get a 64 tomorrow.

I personally get as many scouts as I can afford, usually 1 or two pending on how many free tokens I have collected, after this I pick up 1 or two hot prospects or cast offs through the season.

As I neglected my game and re done my team I joined my league when was majority of way through and I was bottom I've managed to get 11th and played my last game and I'm level 5 will my players stay the same star rating because I didn't get promoted

Yes if you do not promote they age but do not lose star.
