He's getting bad ratings because he hasn't had to make saves.
The only time keepers will get 8/9 ratings is if the opposition have had a good amount of shots on target and your keeper has had to make crucial saves.
...which is a bad thing, you want a solid defence, so if your keeper doesn't need to make any saves and gets a 5 rating, don't worry.

It could be down to the formation you play him in, also you cant expect every player to get 7+ every game, what formation do you play your DMC in? I play mine in 3-1-4-2.
