What do people mean by this? Is my bench the scout team?

In top11, a scout player has a rating of 6 stars. You can buy them from the scout list for 50 tokens plus cash or train them from 5 stars

Go to the transfers page, then click on the scout tab, should be just below the home team logo in the next match section at the top of the screen.
