When is it best to take over a new team?

You usually get 2* team (on its level), only on level 1 you can get 3* team.
Advantage of level 1 is that you can buy free agents and cheap old 4-5* players (worth under 200K) and win league and cup with them. Meanwhile you can gather tokens and money for next season.
Next season you should have lower Q cup opponents due low avg. rating of your team but then you need to spend a lot of resources to buy 5* players for whole team and with them you should have opportunity to win treble. Don't forget on stadium advantage too....

To add sth about avoid promotion:
+ you can prepare your team buying strong players, you have more time to strenghten squad and get players in form
- your players will get older and you won't earn league bonus money. so you should sign FA's to boost economy; look for younger FA's which have higher value
