If you bought him on as a 3* player with 13 quality, next season, 1 star will be deducted from his current rating but his 13 quality will stay the same.

And I think 13 quality = 3*. Not sure though.

i never take note but he is the highest acheiver among my players n also the highest rated in my league. average at 8.14 per match
