Not necessarily, it depends largely upon whether or not the overpowering team (relative to the others) is loaning out players. What's more important than quality of the teams is that their managers are skilled and active.
Managers that are active are a dime a dozen; but ones that are skilled and active can be hard to find.
they don't buy 2000 tokens for each player but they do the tanking strategy which is remaining 4 season in a raw at the same level and with heavy training they reach 160%
I heard also that the manager of such a legendary team created so many other accounts and used their rests to train his main players by using the loan .
but what makes you sure that they didn't apply the tank strategy in the same time ?

I have a team like this in my league, CL and cup, the same one. It started great and got full in a matter of days.
Yesterday I was almost able to get a draw against him, but still it's kind of BS. It's ok and legit to spend, but IMHO the gap between the min and max quality should be shorter. Having 9 stars is stupid and illogical too (why 9 and not even 10?).
Make it 5* maximum for legend players and 4 for scouts, while at the same time taking it longer to level up. If you get 5* team you are equivalent to Barca, while if you have 4*,4 1/2* you are equivalent to Chelsea or PSG.
If the difference is like what we have now, it's like Skenderbeu 6* and Barcellona 9* playing in the same CL group or League

Oh and by the way Nordeus, 100% is an implicit maximum, why go over? Make the actual maximum level quality 100% and not 200%, because **** logic.
That way it would be more logical to have percentage as a quality standard.

they do this regularly to decrease their power before the draw takes place on thursday night - friday
the strong teams are out - they join before the games start or at the end of the month to collect tokens

Hi, as we know, when Nordeus draws association tournments, quality rates between opponent associations ( and between opponent members,also ) may often not match.
So we may have a 120% memeber facing a 160% or above opponent member.
This is also due to a quality average rate elaboration by Nordeus that I say to be quite illogical,as it's not always related to a valid formation to be entered for your matches.
For example,if you try to enter a 140% formation with 11 gks ,or a 140% team without strikers or defenders ,it would be a sure mess for your match.
But Nordeus considers that 140% to be eligible for you to be drawn with such monsters ,you'll actually have to face using let's say a 120% quality....
Moreover I'm really disappointed at seeing level 3 and 4 teams with such those rates: what are they learning in their earliest seasons in top11!?
When I began playing top11, I completed from level 1 to level 4 with same initial team,plus auctions and players coming from school,and I learned
a strategy to be competitive. I did not know anything about Powertraining,token buying,etc
Now they learn at once to be token buyers (if they're not cheaters) and to massively use power training,instead of how to set a good strategy season by season.....
This is the why this game has become more and more uninteresting to many managers.
If Pt is the only strategy a manager knows to win,soon or later he won't win anymore even if spending,when in a competition where everybody spends
No further chance will be left to him,but keeping on wasting money or giving up....

Salve, come è noto, quando Nordeus effettua gli abbinamenti nel torneo delle associazioni, le percentuali di qualità tra associazioni (ed anche membri) rivali, può spesso essere molto diversa
Così è possibile che un membro di qualità 120% vada ad affrontarne uno di qualità 160% o superiore.
Ciò è dovuto anche ad un calcolo,da parte di Nordeus, della percentuale di qualità,che sostengo essere totalmente fuori da ogni logica,
in quanto non sempre legato ad una formazione reale da poter schierare nelle competizioni.
Ad esempio,provando a schierare una formazione di qualità 140% composta da 11 portieri ,o senza attaccanti o difensori ,la partita produrrebbe effetti disastrosi.
Eppure, Nordeus considera quel 140%,come motivo valido per poter essere sorteggiati contro questi mostri che,poi, andranno nella realtà affrontati ,per esempio,con una qualità 120%...
Inoltre sono parecchio deluso nel vedere squadre appartenenti ai livelli 3 o 4 con questi livelli qualitativi: cosa imparano questi nelle prime stagioni di top11!?
Quando ho iniziato io a giocare a top11, completai i primi 4 livelli con la stessa formazione che avevo dall'inizio,integrata con giocatori provenienti da aste e settore giovanile.
Ho imparato così a costruire una strategia x esssere competitivo.Non sapevo niente di Pt,acquisto di token,etc.
Ora imparano subito a comprare token (se non usano strumenti illegali),applicando un massivo PT,invece di come costruire a buona strategia ,stagione dopo stagione....
Questo è il motivo per cui il gioco è divenuto sempre meno interessante per molti allenatori.
Se l'unica strategia che conosci per vincere è il PT,prima o poi smetterai di vincere pur spendendo,quando tutti spendono.
Non avrai altre possibilità,a parte continuare a buttare via soldi o smettere ....

The problem is... 100% in this case isn't implicit maximum. 100% only show, what's the quality compared to the level.
But I'm with you... that's not logical, because: do the % matter or the pts? If pts matter, why it's possible that a 200pts team beats an 190pts team easily 11:0... the quality difference isn't that height, like 20pts vs 10pts, but both differences are 40%...

It's the same never ending discussion, why a ST isn't a ST? You buy two "similar" ST, one performs, one doesn't... why?
Do key attributes really matter? If yes, why you win only ~3:0 vs 60% weaker team, which has 1:1 gray and key attributes, where you have a lot of 1% gray skillers (= high key attributes)?
Even if you are able to solve the puzzle... every update changes things. Or can you explain, why my team started very good to this season (~8:0 wins) and after that current update, we have lucky results (~1:0) against 60%, inactive teams? Why Costa had a ~4:6 FK-ratio, now every GK saves his FKs? Even the worst 3* keeper?
I really can't say, after the retirement of Costa, I will keep playing. I'm so annoyed and tired by this company (f.e. we all/a lot of manager want club history back... but we are still ignored - they don't care about the player, only caring about money. The question will be: how long does this work?)

the right way to elaborate top11 quality of each team should be based :
first on required roles for building a regular team :
1 gk
minimum 3 defenders (dc/dl/dr)
minimum 1 player and maximum 2 players for each flank
minimum 1 mc
minimum 1 st
Then,the best remaining players are considered for top11 average quality elaboration.
For each team It should be:
1) The best gk --> 1 player
2) The 3 best defenders ---> 3 players
3) the best player for each flank --> 1 player (0 if in step 2) one defender is a dl) +1 player ( 0 if in step 2) one defender is a dr)
4) the best mc ----> 1 player
5) The best st ----> 1 player
6) To get top11 quality, procedure should fill missing players as it actually does
So I'm sure that this formation could be entered in a match without being considered illegal by Nordeus (and we all are aware about penalties applied to illegal teams...).
Of course,if a manager does not care about a wise organization of his own team ( for example,he has 11 gks and no st),he has to pay a fee for this bad management....

come primo passo sui ruoli necessari per costruire una squadra sensata :

minimo 3 difensori(dc/dl/dr)

minimo 1 mc
minimo 1 st
Fatto questo,si prendono i migliori giocatori restanti per il calcolo della media dei migliori 11 giocatori
Per ogni squadra dovrebbe essere:
1) Il miglior gk --> 1 giocatore
2) I 3 migliori difensori ---> 3 giocatori
3) Il miglior giocatore (per ogni fascia)--> 1 giocatore (0 se al passo 2) uno dei difensori è un dl) +1 player ( 0 se al passo 2) uno dei difensori è un dr)
4) il miglior mc ----> 1 giocatore
5) Il miglior st ----> 1 giocatore
6) per arrivare alla qualità sui migliori 11, la procedura dovrebbe aggiungere i giocatori mancanti,basandosi sul metodo attualmente in uso.
In tall modo sono sicuro di poter schierare questa formazione senza che Nordeus me la consideri illegale (e sappiamo tutti come Nordeus penalizzi le squadre illegali...).
Chiaramente,un allenatore che non si preoccupi di avere un minimo di organizzazione della propria squadra (es: 11 portieri e nessun attaccante),ci sta che paghi le conseguenze della sua dabbenaggine....
