Who says the parking levels have to keep to the footprint of the building? Perhaps the underground levels extend to the limit of the ground space occupied by the entry level.

Normally you should be able to put 2 cars one above another in almost any parking but yea depends now, depends on the car too, if is a Lambo you can even put 3,4 cars.
