So for example this player is level 13.. it will take him 8 more skill points to get level 14?

No you are wrong because the skill points are sold in sets of 8 so even if your player need 1 skill point to the next quality, you still need to buy 8.

Every 15 skill points = 1 quality
Every 5 quality give you 1 star
