    Bro I think 80% of the 1500 USD was actually spend on ICE instead. Look at the ways he contradict himself with all his post since he first started.

    In theory lower than 7.th yes, but there are teams lower that are promoted to fill out higher leagues, so it is not a sure thing

    7th and down? the 7th promotes LOL

    1st to 7th promote, 8th to 14 don't "BUT" if there aren't enough teams to complete a league in a level +, the 8th can be promoted.
