You can receive offer for any player from friends or other folks on your server who can see your team.
The player needs to be less than 6* for the bidder, this is the only condition.
To make such offers, you need to visit the friends team directly and bid on player you want.

No longer possible for me since last update. I thought this was the case for everyone?

Not from mobile.

Great. I dont have PC. So they took this great plus away from me for some reason? Bloody rediculous!

I think it's a game bug; using phone or iPad some users can offer friend players some can't. Try to delete the app then reinstall but don't forgot to reboot your mobile after deleting (before reinstall).
