I think it was one time only (f**k I got a 3rd GK!!), or else getting a free 7* player every 48 hours would be too much IMHO.
Don't get me wrong, I like it, I actually proposed something similar to this new scouting feature (although not this expensive)

I used up my Scout as well, what a waste, 2 days before season ends I get a low 6* defender.
