I think that if someone open new account just for emblems and never spent single token on transfers, stadium etc, can't send official items. I red something about that one month ago. I will try to find topic.

Oic, I didn't know about this. Maybe they don't want people to use alternate account harvesting tokens to buy official item and then send to their main account. This really make sense
