no, you won't be able to save enough greens... i'm level 7 35t a season and i only saved 107 greens (not enough to really powertrain)...however powertraining is forbidden

107 greens can be more then enough if you slightly power train.. I managed to get a player +10 quality in 1 season with only 35 greens.

You don't have to boost him to 100% all the time.. I train him till like 20%. Give him 2 greens and make him play at least 1 game a day.

10 quality = 150 points. 150:28 = more than 5 points a day from training and matches. 35t are not enough to achieve this

Well hard training on all gives him 3 plus another 2 from games. It gives you 9-10 quality if you use the boosters right.

A fast 4* youth from the academy with speeds of 60/120/180 it would be possible.
