Yes but can you explain the procedure, I am much confused about it.
I'm gonna open the federations of Singapore and India.
We are actually playing a nationa Cup, with 6 federations as test.
We, will start on day 10 of the upcoming season, a nations League.
This will have, a Division A and aDivision B, (teams placed depending on activity) with 3 teams in each one of the 4 Groups.
The teams, are composed by 3 National players, so each Federation have until the Day 10 to share the definitive list of participants.
In Division A, the 4 teams placed as 1st, will play the Finales, and the 3rd placed of Division A will be Relegated.
As said, the AvQ is 119,9% without 1-3* players in the starting 11, subs are allowed, from 1% and never, can overcome, the AvQ of the player replaced in each individual 1-1 substitution.
Then, once we complete this 1st edition, it will work with another scheme, to fit in a bi-seasonal calendar.
having the 1st season 2 Cups, of 8 teams which will include the playoffs, so:

The playoffs will reduce the lists till obtain 3 managers for the team, that will play, these cups, + join the nations league.
The 2nd cup will have the 4 relegated and the 4 promoted teams.
Then, the 2nd season, Division A will start, and the 3rd Cup, will just have the enough Rounds till select the 3 managers for the last 8 teams to complete the Division B, so the 3rd cup have no rewards caus these will fall in the Winner of the Division B.
Captaincies in each team are required, as the captain select the 1vs1's Match draws in the Home legs, so, a 2nd leg, can be different from the 1st due this cause.
