    Stadium capacity

    I'm struggling with my stadium and seats.
    Right now, I have a 31k stadium, with a small and medium seat upgrade.

    But, every game I only have a 11.5k attendance.

    What am I doing wrong ?

    Because there is a attendance limit per level.
