The game seems to now be rigged heavily in favor of paying players. Been unable to make it past the R016 in both cups for the past 5 seasons irrespective of opposition quality or my own tactics. Anyone else think this might be true?

Without a doubt. This game is rigged in every aspect at every level, whether you're talking about matches or events. Anyone that still thinks they're playing a legit football manager simulation game does not have a clue what they are doing. Let's face it, they're here to make money and exploit players as much as they can whether you like it or not.

If you're shocked by that wait until you find out what they're doing with your data after you accepted the T&C.
