If you don't mind, I merged the threads so any new member to have some clear view about negotiations.
First I hope you have read this first part (post #1).

So, your players to be in the list, must be 109%, not 110%.
Then must wait some time to reach 119% but this gonna happen later and you 'll miss the first 3-4 "good" days of the season.
If you have someone at 109%, yes keep him.

The other thing is how much you need the money to buy new expensive fast trainers.
But don't have great expectations from offers (about tokens I mean).

And last, a 110% player 22-24 y.o.is very useful for the team.
Will you find better players ?

Guess i will have to wait then as i pumped most of mine over ie like 120 or 140.
I will read this thread through and get the justs of whats going on.
As of the 110 players yes they will be handy just thought i'd try get my main 15 players all around 18-19-20 years.
guess I've got some thinking to do.
At the start of the game i wanted to play the easiest teams possible and just win leagues and cups. but now since I've had 2 good seasons against good competitive active players its more exciting and I'd rather pit my wits against players who are active and playing rather than playing unmanaged teams who i would walk over as i think i would soon get bored and give up.
titles and cup yes sound good. but, winning them against non managed weak teams doesn't appeal to me any more.
I'd rather go 10 seasons finishing in the top 4 against active good teams than winning 10 league titles and cups against basically non managed teams.
where's the fun in that? apart from me saying i won 10 league titles.

I think you made a mistake here. Players must be 59, 79, 99, 119% and so on. So every 20%, if he is 1% short, he will appear in negotiations.

It all depends on your money and squad space. If you can afford to pay your players their wage for some additional days and have enough room, you can train them until they appear in negotiations and maybe get some tokens for them (which is a hard thing in the lower levels, but thats another story I guess).

If not, then just sell them. It's not that you miss out on crazy amounts of tokens. I'm happy when I get 5 Token for a player, thats a solid deal already.

I also really like your approach with the competitive experience.
