Yes, the Scout list should have better players on it, to help compete with the stronger teams. (I think it depends though on what level the League is, so if the majority is the lower level I think the Scout list is too.. I have to admit I only know from others' experience, I have been lucky to always be in my proper level league) But if they are 7* it is the best time to buy a Scout.

Some people have decided to tank in your situation, to put some more Managers above you.. this can be a good strategy if you don't want to spend, it helps the Transfer List have more above you selling, and in the next League draw you should be in your own level with less higher level managers in the League.
