Indeed, that's why sometimes it's better to not kill yourself trying to win an impossible League, just strengthen your Team and kick butt next Season. 
Kepp checking the Scout List for the one or two players when it changes.. I know they are a lot of oldsters,
sometimes you get lucky and there's a 22 y.o. worth having. Also if you are looking ahead and not worry about this Season you can get some high Q youths from TL or Academy and work on training them up.
