I have been curious where I should slot my "Penalty Specialist" players. I always sort by the "shooting" attacking category, but when I start one with the special ability where should I slot them?

Let's say I have players with these values in shooting (* is a specialty):
  1. 45
  2. 44
  3. 43
  4. 42
  5. 41
  6. 40
  7. 39
  8. 38*
  9. 37
  10. 36
Where should I slot the 38*? I'm guessing the specialty adds about 5 points (lol!)?
