Do level matter in training speed ??

Is that table produced on training speeds when set to high intensity? Trying to figure out if my players training speeds are high or what i thought was high but if your players are gaining 40 on a normal stretch that's insane.

I think yes its for high intensity cause my youngster got like 20/40/60 on low
