There's no limit.
There is a limit of the highest league level on each server and every so often some teams are held back from promotion to stop them going to far ahead of everyone else in the server. For example... My Manager Level is 30 but My club Level is 29 and plays as a Level 29 team. As far as I'm concerned... I'm Level 29 rather than Level 30.
