I've read that too late early this season, and I still think it's unfair because you should face same level teams. And by doing this I have to sell players I've spent a lot of tokens and money for.
And despite that I would still be kicked out of the cup like I did for seasons by teams that were even weaker but able to punch me a 7-0 (it happened!!) even if I was able to win the League and the CL. My earlyier seasons didn't have an easier cup. The CL should be harder, I won 3 and always able to get to the semifinals. That's not a problem for me, the cup is a troll, if you are strong, a weaker team will troll you, if you are weak you will face much stronger team without an active manager that didn't even care to play a single match.
Look at my second team, it was a lot weaker than the other finalist, without real quality players, and still managed to beat a 3+ points stronger team with an active manager without him being able to cause me any issues.
I'm ok with that since I won, but I can feel how angry he can be, since being higher quality didn't mean nothing. I even played with 2* and 3* players.

Reducing quality is the only way for stability. I've been there, always going out in prelims facing teams 3 levels above me while I had a 4* team.
You don't have to sell your whole squad, you don't have to sell your best players. If you keep 8 of your first 11, replace the other 3 with 3*s and have 3 3* subs and no more than 14 players you'll drop overall quality drastically and you will face fairer competition. Keep those 3*s as long as possible eventually they will be 1* and it will be better and better. As soon as day 3 comes I bid on negotiations for decent players who will appear as unwanted low quality to other teams. Fill up your subs, try to get players with more than one position.
I have a DC/DMC playmaker, DL, DC, DR def wall 31 year old, ML, freekick taker MC and a freekick taker striker. That is all I need.
I will have to sacrifice these players, even though the sub MC has over 10 goals.
Not sure I will try the next season, maybe other one. I didn't even planned to win 3 consecutive leagues, but apparently it just happened, I'd take a break, refill all the packs and try again.
I will do as you and others have suggested, but still I think it's a wrong way to play the cup, it should just be fixed.
Sorry I just vented a little 11 seasons, only 2 cup finals and 2 defeats at the PK, when in the meantime I win the other tournaments as I side effect.

I'm level 28 and I always lost to teams divisions above me. I started decreasing overal quality 2 months ago and I've won 2 cups in 2 tries since.
I've probably won the cup 3 times and CL once but won the League over 10 times.

@Tyltyl also never let go of the academy players. No need to even waste tokens to reduce Q. Usually a goalie, 2 defenders , one or two midfielder(s) (DMx-Mx) and 3 attacking players (AMx-ST) [ie 7 players] should be always present in most of the games. That's where multiposition players come handy. I tend to buy DL/DC, DC/DR the most since it's quite limiting for me. For that reason I'll let go of Kroos(DL), who's been in bad form for the last 10 days or so. The only single position players I'll recommend are DC, MC and ST. It's very hard to find multi position attacking players, so don't let go of them.

Atlético Kolkata Day 26 Report
A good test before the Cup game, the boys won 7-0 away against a(nother) tanking team. Tiago had to be stretched off the the 5th only and we got an early goal from a free kick. David accomplished his brace in the 17th by a through ball by the substitute Bircan, which wasn't an assist. But Bircan was the super sub, netting a hattrick in just 6 minutes by scoring on 41', 43', 47' while John assisting him twice. Then in the closure Klochkov moving to the leftback position from a centre back, scored 2 goals in 79' & 89'. Not bad.
I did a bit of shopping then (to save Ts in the next season, since I can't promote), and picked up a nego player for 13T spend, and a MC from auction for a token. The former purchase and the player came only about 7-8 minutes before the Final and did play due to the consequences. The MC didn't played tho.
I didn't knew that the "1-0 down. 2-1 up. That's the way we're gonna win the Cup." will hold true for me, as exactly that had happened. With a goal being scored in the 4th minute itself from a CK, and the bench being better than the starting wingers, I decided to double sub them in 21' itself. New recruit Kayis for John and Tiago for Bircan. Tiago striked in the 33' itself from an incisive pass by David, and the latter player confirmed his MOM position by scoring the winner in 65', pushing the defender very close to the goal and then shooting from his right. Such a close shot could not be saved by the goalie, and the bench again erupted to joy as we did three seasons ago. Apparently, in that time too we were trailing 1-2 only to win 3-2.
