The Cup competition is a mixture of teams from different levels. This is what makes the Cup different and somewhat of a challenge. Also, the money prizes are likely to be much higher if teams from other levels are included. But, the C.L should definitely consist of teams from the same level.

4 levels differences is not acceptable. 1, at most 2 levels differences is ok. One major problem in the Cup is that it seems that some serious non-cheating teams always fall among the lower or middle levels; this should not be like this. At least, say every 3 seasons, a team (serious or not, token buyer or not) should be among the top level once.

As for the 'fun', if you see you can't beat a higher level team, you can still attempt to break a few legs.
