Thanks to a smart bulgarian student who found the way to make this work.. They place underground antennas & cellular stations that provide radio waves with high range(should be 2100MHz if im not wrong..) in addition many underground stations got free wi-fi now.

Beck seems to have some qualifications in telecommunications.
