I think the Leagues are generated on Day 1 - otherwise how would it know which 8th position teams it needs and promote them as well?

no, it's tonight.
i can confirm it because I organized last year a league between friends and some teams were created on Monday and still the game set us in the same league (when being with friends was the 1st priority).
Also Khris with OMA league (another league of friends) can confirm that.
We did our groups (last details) on Sunday and Monday.
Your question-point is very right although.
I suppose the system promotes a number of teams that must make a suitable number of 14 teams leagues (but not the draws yet).

Even with all the reinforcements my opponent didnt win against my team. LOL

The token one was a GK and i dont need one this moment.
