no, that's different.
We 're talking about the teams playing in the top of the server.
All the players of the game are separated in different servers.
There are more than 200 servers, I don't know exactly the number.
Every server has few teams who are above lv40.
There are servers who have teams and can "build" a league of level 52-53 but most lack of many teams.
The Cup and the CH.L. draw is starting from the top of the server (the higher q/level teams) and going down , making competitions of 132 teams.
If there aren't enough teams in a (poor) server, a Cup or a CH.L. can have
(example)
10 teams lv 48
30 teams lv 47
35 teams lv 46
40 teams lv 45
----------------
=115
+ 17 teams from lv 44 =132 teams
So, those teams from lv 44 can see some other teams with 5*-6* as 9*-10* players.
one solution is to re-organize the servers, gather many teams from levels above 46 in specific servers so the competitions to have similar levels (this happened before about 1,5-2 years I think).
or
make imaginary 4*-5* (bot teams) teams as in the first levels
or level up some teams so to have the chance to buy higher q players as their opponents.
Of course this needs some extra job
* to make things more difficult,
- those teams from the higher lv maybe win the title or promote to CH.L. but if there aren't enough teams to create a higher lv league, the play again in the same lv league and keep the stars of their players.
- Usually those active managers spend or farm a lot and of course have a lot of experience
- There aren't new players to buy as there aren't teams from higher levels to sell their players
- There aren't game created players (nordgen)
