or if not enough teams just give a CL spot for the 5th...... man Ive been the last 8 or 9 CL editions playing vs +1 level teams there.... finished my strak at 13 CLs won of consecutive levels due that... despite I won some of +1 before but the main problem is the one we know... "market advantadge for some teams".
