Why can't I send request to people who are at different levels?

Hello. I am trying to add my real life friend on TE. But none of us are using facebook. I and him managed to get into the same federation, but when I tap on his name, adding as friend does not come up. Note that we are not on the same level. (I am 2 level and he is 11)

Is there a way to fix this?

no, you are in different server
cannot be friends forever, only play in the same association group
