I think all 3 methods are fair, and I expect that real strength of teams for cup with method (3) will be really close.

There are always methods making the cup, or the game, even fairer. The draws may further consider even more factors e.g. historical average number of packs used per day, same time zone, same number of video offers per day,etc. The objective is ensuring that extreme similar teams will be drawn together.

I think the fairest cups must be a boring cups.
