It doesn't need to happen all the time to be verified, but I can guarantee after watching my matches last season it happened more than 60% of my matches since I make lots of subs.
From what I see you want to put to much thought into a game based on a lot on randomness. It's about taking things like this into consideration and playing them in our favor.
