Think you've got a little mixed up as he showed an example in the 70's
5 skill levels bring the next star, so a 40 would need to Avg 45 quality.

5 Skill points = 1 Skill grade
3 Skill grades = 1 Skill level.
5 skill levels = 1 Star

28.6 28.2 29.2 would need 20 skill points for his next star at 30 Avg,

Thanks. So if I've worked this right, on average, a mid-age player (21-24), would need a total of 75 skill points to go from one star to the next.

Yes but that applies to all players young or old.
Buying 29yo scout GK's on 140k pw is bad for the health.

At the start of every season i will always buy players which i know are one star away from being 6* ie 6*'s for me are rated 105 so i will buy players which are rated 104, after a few days boom 6* i had no 6* at the start if the season and so 5 days in look for yourself
