Oh yeah of course.. Other players can make offers normally.. But for him to appear on negotiations list, he has to be 1 SP from the next star

UNderstamd now why it pisses me off so much? i can't add a sp that i get blocked due to offer being placed.I have never actually seen it like that before.. I only see players that are 1 SP away..

Also, might be due to the fact there is no level superior to 4 atm on server, so we get misc players or it would be too poor
Yeah it might be that you are at the highest level on your server

They're showing up because someone made an offer for them. All players with pending offers will show up on the negotations list regardless of skill level.No bro, check it.
You can make an offer for a lot of players you can see (CL opponents, league opponents, cup opponents, friends, maybe even freinds opponents ... I don't know what the rule is though .. sometimes players of same skill level on same squad you can offer for one but not another ...
Also, I think only your reserve players (1 SP away from a star) show up on negotations list if they don't already have a pending offer.

I have the same as @Dv8r ... But the negotiations seems to be quite useless since nobody is making/accepting the bids.

Someone is trying to get me on endurance. As soon as i refuse his offer to put skill points on the player, he re-bids istantly. It has been 10 times in 4 mins already. Maybe he thinks that "blocking" my player will get me pissed and make me accept offers.
So far all are 0T, apart from one offering me 8 tokens for my Q39MC, which i pondered it for a minute before refusing.
