Best 11 or best 14 wouldn't matter if the game engine took a teams highest average quality from the previous season (or week in the case of associations) as the base for deciding draws.
Manipulating would be pointless if for the following season an average of 120% rather than 80% after selling players and putting 1 star players with negative attributes into the calculations were used to decide the draws.

we have many formulas really, and yes, have a info like "Last season max. AvQ used" saved, and used as margin, would help too, still I'm not sure of what formula is more easy to implement... we have not even saved the tops and old records so I really dont expect the avq to be saved xD but obviate 1-2*s in the calcuation can be done, same as obvitate the main avq individually in the players to regulate the XP gain in trainings....^^

Maybe Top 11 should secretly rotate how they do association draws. One week do starting 11, one week do first 18, one week do the top 11 by quality (including reserves), one week do just reserves and subs. If you keep the associations guessing, they can't use just one exploit!

Indeed this can be a smart movement from T11 but people will still manage to bypass it at some point. Hopefully they can come with a general fix. A much better one like a permanent fix.

and you need to make a screen on Thursday evening and Saturday morning - then you will see the whole picture, such as the Turkish associations get players through the negotiations (they are not even trainers, but simply because they sell players)
