Do people still use tanking in the current state of the game?

Of course, why not? Many pluses with tanking still.

Pros
1) Accumulate boosters
2) Accumulate tokens (35T and daily surprise box and extras)
3) Accumulate trophies (CL and Cup)
4) Bragging rights from club history record
5) Can train a few fantastic players and manipulate the next draw

Cons
1) Win loss record looks less shiny
2) Might be sacrificing a league trophy if everyone gets promoted (Unlike Cup and CL, League trophies are limited and precious)

Another cons, no association rewards. 100T down the drain (if let say Platinum) . Unless he finished 8th, which is very unlikely for tanking team

Tankers still gain tokens though, not punished but still gain. The opportunity cost of 100 tokens is actually nothing much when you look at the bigger picture.
I feel most strategic tankers tank to beautify their trophy case. Like someone mentioned before, it is possible to see someone with 1 league trophy but 11 cups and 10 CLs. And probably 10 Super Cups going forward. As long as they win all league titles they actually play for. Cups and CL can be accumulated with less pressure through tanking. And no point having alot of tokens without the trophies and bragging rights.

No time tankers are different ya, they probably dont affect our competitions that much since they forget to change this and that. No time to login at all so cant benefit

Cant be 8th, we get promoted at 8th position. Even 9th is too risky.

That's true. The two star would take longer to develop to a higher rating

That's a personal choice mate. Many reasons for tanking.

1) No time
2) Need to build up resources
3) League too tough to win and we only get 1 chance to win per level

How it possible that I am the only 1 at level 36 in Cup and CL but all other 94 teams are level 37? Is it fair draw? My team are 107℅

Are all of the stronger teams and yourself around the same starting quality despite being different levels? Not uncommon for strong players like yourself to play +1 CL and Cup if you don't manipulate right? In my CL, there is also only 1 player from a lower level but he is strong, too bad he is grouped with fellow manipulators and will have it tough.
