Is not unknown, ive explained how It works time to time, and is that the XP gaining, isnt regulated by the main Avq star, now each skill, is auto regulated, so train a 120%skill is like if time ago, the whole player had 7*s as main Avq.

Just there is no unknown barrier to prevent white skill growing if greys are low.
There is a cap for each drill and calculated by the number of skills each drill trains X180.

Τrain 18 players only white skill till 140%,next year only white till 140
the third year grey skills will be low enough
to start training with mix white and grey skills drills.
This way you can save a serius amount of restpacks.
Or if you can afford it, with upselling you can do it over a season.
Still in doubt if high white skills are beneficial for players performance.
