Why only up to 99? I mean, I see some team with a 119 player in negotiations (has 2 offers) but I can't make an offer. Why is that? Why other teams can make offers but not me on 119?

That 119% player is not on your level, you see him there because your friends who are not on the same level as you bid for him. Check the managers who made the offer, they are a level or two ahead of you. Any player of 99% from someone on your server is the highest you can buy.
