at least 2.0 (getting about 20/40/60 from norm and 40/80/120 from hard, id call that a fast trainer), 2.5 if youre lucky (thats a very fast trainer). My new youth goalkeeper only has 2.0, but my DC from 2 seasons ago and some bought players had better training rates.
no token youth players usually have 1.0-1.5 which is bad for 18yo.

yeah, the no token one was crap as always, I always train them down to 0% to get the additional ~2 skillpoints and sell them. like everyone i guess
But the 21T one is interesting, the problem is i only have ~30 green packs and he is barely 4* (Q36). The plus side: he is a MC and I dont need to train a new position (at least not atm, I have enough AM* players and my defense is also solid.
So I want to give him a SA (I guess playmaker, because I have good players with corner and freekick) and then I want like 10-14 levels more. So I need to buy rest packs too.
Lets see how the guy I made an offer for his Q43 MC with good training speed (at least his price indicates good speed) decides, if he accepts my offer, I wont buy the youth. If he doesnt I will decide tomorrow.
