I'd sooner buy a scout player who is almost at 120% and train them up to 140%.

ML 18 with playmaker for 5 tokens
ST 19 with freekick for 6 Tokens
DR 18 with freekick for 5 Tokens

So, not the best prices but I get a lot of players to sell and so I'm in need to "quicksell" some of them for 4-5 tokens as I cant wait for epic offers when my squad is always crowded.
Happy with the season so far.

So, slowly but surely it gets harder to sell these players for good prices, because its late in the season already. But still, I've managed to get some decent deals in the last week. I will now also buy players with ~50% or ~70% when they are 18 and have SA + good position to train them to negotiation level until the next season starts and hopefully sell them for extremely good prices.

What I also wanted to point out again is, that this is still a really good method to earn tokens when being a free to play player.
This season alone, I equaled the investment of 10€ with just spending some time (not much more than the general time I spend on the game regardless) looking for players on the market, train them and accepting or declining offers for these players.

Can anyone confirm when a player is eligible to go on the negotiations list?
I used to think it was when his skills were 0.3 from levelling but today one of my players went on the list and he was 0.6 away from the next *
Will be handy to know for definite when buying, training then selling purely for tokens, so i don't train too close and lose them through the daily skill boost.

It depends on how many players there are on your server list... You can be for sure when his skills are 0.2 before his next star.

Also someone on your server could have found your team through the cup etc. and just bid on the player.
