Negotiation question

Hi guys, new to the forums so sorry if anything I ask is obvious... Negotiations are confusing me... So, I have 1 player who is at 79%, I am level 4... Should he be appearing on the negotiation list? Or not because there are better players available, 99% players for example?

You wont be able to know if he is on nego unless someone bid for him. You wont be able to see your own player on your nego list. At level 4 i dont think so 79% is for level below no nego for level 3 unless someone at your level make bid.
