Why some teams received a compensation but not all damaged teams? How did you choose who to compensate?

My inactive friend who doesnt attend matches got the compensation. No player though. I hope they are not rewarding based on attendance as my association could not enter our matches but our support was registered.

Two of my teams got random results in the association an no compensation for me, the end of a very dark episode in the history of this game
