yes, actually nordgen are players created by the program, to increase the available players in tm.
It's not something, an idea or a feature of the game that nordeus promotes or advertise ,
you know "Find and develop the fast players the game offers".
It's something known only in the forum or if someone noticed that after many tests or if someone spread that info in a local TE fb group.

So, the first day of the season, maybe from the reset or maybe because many players are out of contract and managers didn't wake up, renew the contracts or start selling them, the game creates more nordgen than usual.

I read somewhere that nordgen like to come when there is an update in scouts list but I didn't notice that so far.
