The new star system (and the negotiation list)

Sorry some months after... I didn't see such a situation yet except your screenshot ! No idea.

This player just added a star. With old traditional wisdom, he should be 8 sp to next star. Please advise how star is added if possible, thanks. I am really confused when a player is in nego list or will be added a star now.
