Days now my manager's level stuck on level 4... Any serious reason about this?

The manager level represents your current League level and not the amount of seasons you have played.
That basically means that if you got promoted to Level 5 this season, your manager level will update automatically to 5 when the new season starts.

Take me as an example. This was my 5th season playing the game, but I'm level 4 since I didn't get promoted when I first started playing.

Why am I still losing %, even when I'm not gaining level? I used to lose 5% when promoted, but this season I lost 20% without gaining level!!

Why does the value of your players go down? For example in real life if you get promoted your value wouldn't go down so why does it in top eleven?

That's true in real life but TE is different. There is no top division to aspire to, you basically just promote a higher level, not exactly a division.

All else constant, higher age >> lower value.

Promotion to another level/division is not a factor.

You never loose 5% if promoting.
you loose 20%, 1* for every player.

this season I lost 20% without gaining level!!

You did promote.
Check again your League.
